Goal: Leverage former Redevelopment Agency (RDA) surplus land to create permanent housing solutions for formerly homeless veterans and their families, utilizing cutting-edge sustainability practices.

Located in the City of Vacaville in Solano County, Rocky Hill exemplifies CDP’s dedication to addressing the housing crisis through innovative and sustainable solutions. By integrating new construction techniques with established sustainability features, wrap-around services, and public-private partnerships, CDP has redefined the housing development model.

This commitment led to the incorporation of 54 repurposed single-use shipping containers, which formed the structural framework for 15 of the 39 units, as well as the community room. This sustainable construction approach significantly reduced the build timeline, enabling the City to achieve its goal of quickly housing homeless veterans.

The project design fosters community interaction through open corridors and shared amenity spaces, creating opportunities for formerly homeless veterans to reintegrate into society. Furthermore, the development serves as a catalyst for broader neighborhood renewal, connecting with nearby nonprofit partners to coordinate services and strengthen the local community.

Rocky Hill includes 39 units of housing: 11 permanent supportive housing units for formerly homeless veterans and 28 units for low-income veteran families. The project also features solar panels, a community garden, a children’s play area, local artwork, a computer lab, and onsite offices for property management and supportive services.

DEVELOPMENT

Rocky Hill Veterans Apartments marks CDP’s first Permanent Supportive Housing (PSH) project. After more than six years of collaboration with the City of Vacaville, CDP successfully developed a city-owned site to house the City’s target population. CDP leveraged diverse resources, including support from the City of Vacaville, the Housing Authority, the VA, HCD, the Federal Home Loan Bank of San Francisco, The Home Depot Foundation, nonprofit investors, service providers, and the Low-Income Housing Tax Credit (LIHTC) program, along with private investments.

Eden Housing

Eden Housing creates and sustains high-quality affordable housing communities that advance equity and opportunity for all. Since 1995, Eden Housing has created pathways out of poverty by promoting housing stability and programming that helps residents reach their goals on a path to personal and economic empowerment. Services are custom-designed for youth to seniors, individuals and families, those with limited English language skills, and people with special needs. Eden Housing’s programs include: education, technology access, economic empowerment, health and wellness, community engagement.

Community Action North Bay (CAN-B)

As the leader in Solano County homeless Veteran services, Community Action North Bay provides essential case management to those veterans most in need. At Rocky Hill, CAN-B provides case management services for the homeless veteran population. CAN-B continues to be focused on the needs of those on extremely low incomes, including seniors, veterans and the disabled, in order that they may live healthy and productive lives.

U.S. Department of Veterans Affairs (VA)

Veterans Affairs provides comprehensive services to veterans, their families, and survivors. Its mission is to honor and serve those who have served in the military. The VA focuses on ensuring the well-being of Veterans through support in healthcare, financial assistance, education, and honoring their service.
