Baltimore Gardens & Cleveland Gardens

Goal: Revitalize an aging Section 8 housing complex in the Naked City neighborhood of Las Vegas through an extensive renovation, ensuring its long-term preservation as affordable housing.
Baltimore Gardens and Cleveland Gardens (BGCG) apartments, located at the gateway to Downtown Las Vegas, represent CDP’s first project in Nevada. In partnership with BLVD Capital, CDP acquired, preserved, and rehabilitated these two HUD-assisted developments. Serving low-income families earning less than 60% of the Area Median Income (AMI), all 201 units are supported by Section 8 Housing Assistance Payment (HAP) contracts. Originally constructed between 1958 and 1960, the buildings are situated in the Naked City neighborhood, an area that had experienced significant decline. Through the comprehensive renovation of BGCG’s 21 buildings, CDP not only improved the properties themselves but also contributed to the broader revitalization of the neighborhood.
The rehabilitation included major system upgrades to improve living conditions, energy efficiency, and security, along with modernizing unit interiors. Updates included new cabinets, countertops, lighting, flooring, paint, and appliances, bringing the apartments to contemporary standards.
The community includes an onsite property management office, laundry rooms, picnic and barbecue areas, and a play area. Desert-friendly landscaping with drought-tolerant plants now enhances the courtyards and palm tree-lined streets. Additionally, the nearby Stupak Community Center provides residents with access to diverse programs and services.
DEVELOPMENT
The project was financed through a combination of tax-exempt bonds issued by the Nevada Housing Division (NHD), equity from 4% Low-Income Housing Tax Credits, and HOME funds provided by the City of Las Vegas.
